William "Bill" Orr, C.E.G.
Executive Director
William "Bill" Orr became the leader of CHPS in July 2009, after working for the state of California for almost thirty years. For a majority of career in state government, Bill worked for the California Integrated Waste Management Board where he managed their Green Building and Environmentally Preferable Purchasing programs from 2000-2007.
On the CHPS Board from 2002 to 2007, Bill was the head of the CHPS Technical Committee from its inception through 2007. During that time, he led the development of the 2006 Edition of the CHPS Criteria for California and was on the national LEED for Schools committee. Bill was inducted into the California Green Schools Hall of Fame in 2007 for his pioneering work with CHPS. Bill is a registered Engineering Geologist in California.
Charles Eley, FAIA, PE
Advisor, former Executive Director
Charles Eley is an architect, mechanical engineer, and energy consultant with more than 25 years experience in energy efficient and sustainable design. He served as the Executive Director when CHPS incorporated in 2002 until 2009. Mr. Eley is managing Principal of Architectural Energy Corporation’s San Francisco office.
Mr. Eley's professional career has been devoted to building energy conservation activities at the city, state, national, and international levels. He has actively participated in the development of California's new building energy codes, as well as those in Hawaii, American Samoa/Guam, New York, Arizona, Idaho, Washington, Hong Kong, Australia, as well as the national ASHRAE/IES Standard 90.1. He has advised utility companies on the development and implementation of energy efficiency incentive programs, and is an active lecturer and instructor on a variety of energy and sustainable design related topics.
Mr. Eley has previously worked as a project manager for several architectural firms, and served as a design architect and urban designer at the Tennessee Valley Authority.
Chip Fox
CHPS Board of Directors Chair
Chip Fox has been with San Diego Gas & Electric for 25 years. He has a broad range of experience holding positions in the Distribution Engineering, Customer Service, Regulatory, and Energy Efficiency Departments at SDG&E. Currently, he is New Construction Manager of Sempra Utilities, overseeing the various energy efficiency programs for the Commercial and Residential New Construction markets at San Diego Gas & Electric and Southern California Gas Company. Mr. Fox has a B.S. Degrees in Civil Engineering and Business Administration from the University of Washington and University of Phoenix. Mr. Fox's hobbies include road cycling, astronomy and classic cars. A few years ago he completed a 635-mile bike ride from San Francisco to San Diego, raising funds for Arthritis Research.
Jim Ogden
CHPS Technical Committee Chair
Jim Ogden is a Principal of WCS/Ca and the firms Green Services Practice Leader. Having a passion for creating sustainable buildings, Jim is a founding member of the State of California’s Sustainable Building Task Force and has assisted on a variety of state-wide green building initiatives. Jim’s green building experience includes sustainable planning and design, life-cycle cost analysis, green architecture, and green materials selection, building commissioning, construction waste management and CHPS and LEED certification processes. He leads WCS/Ca's Eco-Charrette services and has taught green building for secondary and higher education students and staff, as well as CHPS and LEED specific workshops for numerous architects, contractors, and project management firms. His 22 years of professional experience includes planning, architecture, general contracting and construction project management which provides clients with an excellent environmental viewpoint and the expertise necessary to exceed projects environmental goals. He is a LEED Accredited Professional.
