About the Presenters

Alan Albers
Round Rock Independent School District
Executive Director, Operations and Facilities Services
Council of Educational Facility Planners
Southern Region President

Alan Albers has been with the district for eleven years and is responsible for Capital Improvement Planning, Construction, Maintenance, Energy Management and Custodial activities within the district. Prior to coming to RRISD, he worked in Austin’s semiconductor industry for five years in facilities planning and operations and prior to that, served in the USAF for twenty-one years in Flight Operations and Base Support Services roles.

He earned his Bachelor of Science in Mechanical Engineering from Texas A&M University and Master of Science in Human Relations from Golden Gate University. Mr. Albers is a Registered Educational Facility Planner (REFP) and is a member of the Texas School Business Officials Association (TASBO) where he provides assistance and training to the association and other school districts in construction and maintenance operations matters.

Bill Clayton
Pflugerville Independent School District
Executive Director of Facilities and Support Services

Bill has been with PISD since January 2006. The District has eighteen elementary schools, five middle schools, three high Schools, one alternative learning campus, an administration building and a support services complex which houses 22,500 students and 2,100 employees. Currently, middle school #6 and high school #4 are being planned and designed, expansions are underway at two high schools and funds are authorized for middle school #6 and two additional elementary schools.

The PISD is approximately 100 square miles in size and is about 25% built out. It rests "between a rock and a weird place" (Round Rock and Austin, Texas). Pflugerville has averaged more than 5% growth per year for the past ten years. The addition of State Highway 130 and 45 through the middle of the District has created an unexpected infrastructure and has helped the District develop to the East and North.

Prior to PISD, Bill was Site Facilities and Support Services Manager for Motorola/Freescale Semiconductor for eleven years, owned his own construction company for ten years and worked at Texas Instruments for thirteen years in many capacities.

William "Bill" Orr, C.E.G.
CHPS Executive Director

William "Bill" Orr joined the CHPS staff in July 2009, after working for the state of California for almost thirty years. For a majority of career in state government, Bill worked for the California Integrated Waste Management Board where he managed their Green Building Program from 2000-2007.

On the CHPS Board from 2002 to 2007, Bill was the head of the CHPS Technical Committee from its inception through 2007. During that time, he led the development of the 2006 Edition of the CHPS Criteria for California. Bill was on the national LEED for Schools committee. Bill is a registered Engineering Geologist in California.

Edward (Ed) Sevcik, R.A., NCARB
Round Rock Independent School District
Director of Facilities & Construction and Energy Management

Previous to his current position for the Round Rock Independent School District, Edward Sevcik was the Executive Director of Facilities, Maintenance and Construction for the El Paso Independent School District. Prior to work for school districts, Ed had his own architectural firm for fifteen years and has spent the last thirty-nine years working primarily with school district across Texas.

Ed Wansing
CHPS Technical Programs Coordinator

Ed has a Bachelor of Architecture degree from Kansas State University. He is the Emerging Green Builders National Committee Chairman and is a member of the Middle Tennessee USGBC board of directors. Ed joins the CHPS team to champion and run the CHPS Verified program and to support the CHPS Technical Committee.
