View this newsletter online December 2009 2009 Edition MA-CHPS Criteria Second Public Review Opens The Massachusetts CHPS Criteria (known as MA-CHPS) has been released for a 15-day, second public review ending on December 22, 2009. To submit comments, please download the draft for public review and submit comments here. In partnership with the Massachusetts Renewable Energy Trust (MRET), CHPS thanks all those who commented during the first public review, with special thanks to the Massachusetts School Building Authority (MSBA) and the Green Roundtable for their extensive comments. A significant number of changes were made based on the dozens of comments received from Massachusetts school stakeholders. The 2009 version of MA-CHPS takes advantage of the growing knowledge base nationally and locally on high performance schools, particularly the recent Massachusetts Green Schools Post-Occupancy Study of Energy Efficiency completed by MRET. The point distribution and eligibility levels were adjusted to better reflect environmental and health benefits. The minimum ventilation and building flushout requirements, as well as acoustics, daylighting and low-emitting material credits were overhauled, while minor but important changes were made to several additional credit requirements and implementation procedures. In addition, several new credit options are being proposed to allow schools to achieve recognition for high performance measures in electric lighting, adaptability to alternative energy sources, calculating greenhouse gas emissions, using the school as a teaching tool, and water management systems. Download the MA-CHPS public review materials» More CHPS News Northeast CHPS Criteria (NE-CHPS) 2.0 Released for Public Use November 24, 2009 (Lexington, MA) - More communities throughout the Northeast planning for school modernization projects can now recognize the health, environmental and economic benefits of a high performance school. In addition to new construction projects, the Northeast Collaborative for High Performance Schools Criteria now incorporates major renovations to existing buildings into its protocol, Northeast-CHPS 2.0 (NE-CHPS). Modeled after California's pioneering CHPS guide, Northeast-CHPS 2.0 is a set of building and design standards for the construction or renovation of energy efficient, environmentally friendly, healthy school facilities from pre-kindergarten through community colleges. "Northeast-CHPS has been tailored specifically for our region's state building code requirements, the climate, and the environmental priorities of the Northeast," says Carolyn Sarno, NEEP's High Performance Buildings Program Manager, and Vice-Chair of the national CHPS Board. "Thanks to the collaborative contributions from the regions' Departments of Education, the updates to the Northeast-CHPS protocol in version 2.0 represent the latest in best practices for building and renovating schools that are energy efficient, healthy and well-maintained learning environments." Read the press release» SICK SCHOOLS 2009 - National Report Released December 3, 2009 (Washington, DC) - Releasing “Sick Schools 2009 ‐ America’s Continuing Environmental Health Crisis for Children” a national report with state by state assessments of the problems and opportunities, advocates for environment and children’s health thanked Senators Boxer, Lautenberg, and Klobuchar, and other members of the Environment Committee for advancing the EPA priorities on children and schools and urged more support for EPA. The report, with contributions from policy advocates in 20 states and the District, offers peer‐reviewed studies and compelling evidence of how polluted air inside and outside schools escalate health care costs, increase absenteeism, and reduce test scores. Bill Orr, Executive Director, Collaborative for High Performance Schools said, "The time has come to stop mortgaging our children's health in the name of the status quo. A truly high performance school does not just protect the environment, but makes the health and well‐being of schoolchildren and staff the top priority. EPA has shown the scientific evidence and importance of investing in healthy schools, and now Congress must take heed of its counsel."
